The Atlas

The reference library for the Map.

The Atlas holds the published body of PSRM: the streams, blocks and modules that describe procurement and supply capability, evidence and maturity.

How to read the Map

Question, stream, block, module.

Bring a question. Find the stream that owns the terrain. Narrow to the block. Read the module. Each module follows a repeatable reading order: purpose, scope, requirements, controls, evidence, measures, roles, maturity tiers, AI governance, dependencies, terms and provenance.

Browse by stream

Five streams.

A. Design

How the procurement and supply function is authorised, governed and shaped.

B. Upstream

How demand, markets, suppliers and sourcing choices are prepared.

C. Instream

How sourcing, evaluation, negotiation and procure-to-pay activity operate.

D. Downstream

How supplier performance, contracts, service levels and relationships are managed after award.

E. Enablement

How data, knowledge, technology, talent and transformation support the function.

Module content

Full module content is authored progressively. This page presents the reference shell. Ratified modules are published as the Council releases them.

Foundations

The reference layer beneath every module.

Foundations are the ideas the whole Map relies on: reference structure, maturity tiers, evidence tiers, controls, decision rights and AI governance. A reader can use Foundations before opening a module, and return to them whenever a module raises a term that needs anchoring.

Version record

What the Map said, when it said it.

Version record

The public version record will list ratified modules, their versions, publication dates and change notes. No lodgement entry has been published yet. The first entry will record the founding corpus once manifest, hash, timestamp and authorship statements are complete.
