Purpose
Purpose
The licence boundary separates ordinary human reading and citation from controlled reuse, machine-assisted use, commercial delivery and replication.
Ladder
Permission ladder
| Permission | Scope |
|---|---|
| Free human reading | A human reader may read published material through an approved reading route after accepting use terms, once that route is open. |
| Limited citation | A reader may cite limited extracts in good faith, with attribution, without implying Council endorsement. |
| Controlled licensed use | Written permission is required for advisory delivery, training, software embedding, structured datasets, AI retrieval, commercial publication or repeatable client output. |
| Restricted use | Replication, scraping, bulk extraction, AI training, corpus reconstruction, product substitution and implied endorsement are not permitted. |
Boundary
No influence
A licence grants use rights only. It does not grant influence over PSRM content, tiers, controls, scoring, ratification, publication sequence or Council decisions.
