How governance works
Material changes are recorded. Modules move through review, versioning and ratification before they become part of the public map. Minutes and decision records are designed to publish by default, with reserved treatment for legal, personal or commercially sensitive items.

The Council is forming. This page describes the governance route and seat lenses, not a named member list. During activation, founder decisions are recorded with reasons. Activation ends through the governance route described in Council records.

Independence
Independence promise
PSRM is built to be council-stewarded, not founder-controlled. The Council decides what is canonical. Commercial relationships do not buy map influence.
